Why does a WhatsApp number get restricted after a campaign, and how do you protect it?

What gets a WhatsApp Business number restricted after a campaign — cold lists, repeat messages, speed, the wrong category — how to protect yours, and what to do if it happens, from cases we have seen at ATMET Chat.
The thing a store or business owner fears most before a WhatsApp campaign is sending it and finding the number restricted afterwards. The fear is fair: the number is your line to every customer, and a restriction stops campaigns and hurts every other message too.
But a restriction isn't bad luck. It has known causes, and we have seen most of them at ATMET Chat, on real numbers. This article explains what gets a number restricted, how to protect it before a campaign, and what to do if it happens.
What does it mean for a WhatsApp number to be "restricted"?
"My number got restricted" is said about several different things, each with its own cause and fix:
- Messages that don't reach some customers. Meta caps how many marketing messages one customer receives from all businesses, and past that cap it doesn't deliver yours. That is not a restriction on your number, and Meta doesn't charge you for the message it didn't deliver.
- A daily limit you can't go past. Your business portfolio on Meta has a ceiling on how many customers you start a conversation with on a template in 24 hours, shared by all your numbers in it. It starts small and rises.
- A drop in the number's quality. Meta gives every number a quality rating. Since October 7, 2025 a drop no longer lowers your daily limit, but high quality is one of two conditions for the limit to rise, and Meta pauses a low-quality template, then disables it if it keeps happening.
- A real restriction on the account. A temporary stop on sending for spam or a policy breach, or the whole account restricted.
Why does a number get restricted after a campaign?
Is it the list itself?
The first cause in everything we have seen: a cold list. Numbers bought or collected somewhere, belonging to people who never bought from you and never asked for your messages. They ignore the message, block the number or report it, and Meta builds your number's quality rating on how customers respond to your messages.
A cold list leaves a clear trace in ATMET Chat: many messages not delivered because of Meta's per-customer limit, because the number isn't on WhatsApp, or because its owner unsubscribed. That is why these errors never pause a campaign however often they repeat: a cold list brings them in runs.
Does repetition hurt the number?
Yes. Meta's marketing limit follows how often a customer hears from you, and an abandoned-cart reminder counts as a marketing message too. In ATMET Chat's campaign data for the 30 days to October 1, 2026, between 57 and 80 in every 100 messages didn't reach customers who had had a marketing message in the week before, against 27 in 100 for everyone else.
So a new campaign to people you messaged a few days ago loses most of its sends. Leave enough time between marketing messages to the same customer.
Does sending fast cause restrictions?
It can, especially on a number that also runs on the WhatsApp Business app on a phone. Meta allows such a number 20 messages a second, but our tests showed the app treating fast sending as spam. So ATMET Chat sends campaigns on these numbers gradually, one message a second.
A number registered on the official connection alone can send fast: 40 messages a second, half of what Meta allows, so your replies and notifications keep their share.
Does the template matter?
Yes. A template approved as utility with promotional content gets moved to marketing by Meta, so it is charged more and falls under the per-customer limit. Businesses that keep putting promotions in utility templates get Meta's escalating response: a warning, then a limit on their utility messages, then a suspension of their utility templates for 7 to 30 days. The number keeps sending, but order and shipping updates are hit.
Each template has its own quality too: a template whose quality turns low is paused by Meta for 3 hours, then for 6 hours if it happens again, and disabled the third time, and a paused template pauses the campaign that uses it.
Why not send campaigns from a phone?
The WhatsApp app on a phone, and any number linked as a device the way WhatsApp Web is, weren't built for bulk sending: no approved templates, no published daily limit, no quality rating to follow. The official connection is the route Meta built for campaigns, so ATMET Chat sends campaigns over the official connection only, on Meta-approved templates, and ATMET Chat channels stay for day-to-day conversations with people who message you.
How many customers can you message in a day?
The daily limit counts distinct customers you start a conversation with on a template in a rolling 24 hours. The limit is set for your business portfolio on Meta, and all your numbers in it share it. Replies to customers who message you don't count towards it.
A new business portfolio starts at 250 customers. It rises to 2,000 when you complete one of three paths: verifying your business with Meta, having your partner verify it, or sending 2,000 messages that reach distinct customers outside the customer service window, on high-quality templates, within 30 days. After that it rises on its own, one step at a time, to 10,000, then 100,000, then no limit — as long as your messages are high quality and you used at least half your limit in the last 7 days.
ATMET Chat reads your limit from Meta and shows it to you: «يمكنك حالياً بدء محادثة مع N عميل جديد كل 24 ساعة» (you can currently start a conversation with N new customers every 24 hours). If Meta doesn't report the limit, we send up to 250 messages a day until it does, because sending above the real limit fails.
How do you protect your number before sending a campaign?
- Send to people who know you. Customers who bought from you, contacted you, or agreed to your messages. Don't buy lists of numbers.
- Give the customer a way out. Add an unsubscribe button to marketing templates and set it to stop campaigns. Whoever taps it goes on your excluded numbers list and gets no more campaigns, and so does anyone who writes «توقف» or turns your messages off in WhatsApp itself.
- Space out messages to the same customer. Don't repeat a campaign to someone who had a marketing message in the past week.
- Pick the right category. An offer is a marketing template; an order update is a utility one. Don't put a coupon in a utility template.
- Start small. Try the campaign on a small segment of your best customers, watch what was delivered and what failed, then widen it.
- Leave the speed to your number. On a number linked to the phone app, gradual sending is the safe choice.
- Mind the template warning. If a template's quality is low, ATMET Chat warns you before activation that Meta may pause it mid-send.
What do you do if your number is restricted?
How do you know the number has been restricted?
You'll find your number's quality rating in Meta's WhatsApp Manager. If Meta stops sending for spam, restricts the account, or blocks it temporarily for a policy breach, the campaign pauses itself so it doesn't keep failing. It also pauses if five messages in a row fail with the same error.
What are the steps after a restriction?
- Stop the cause. Don't send to the same list again, and check the template: is there promotional content in a utility template?
- Read Meta's message. The reason shows in the error, and the quality details are in Meta's WhatsApp Manager.
- Review the messaging policy. The warning asks you to, because repeat restrictions last longer.
- Wait, then reactivate. A temporary stop lifts with time. Then reactivate the campaign on a smaller, warmer segment.
What if the cause is the payment method?
Some "restrictions" have nothing to do with quality. A WhatsApp Business account with no payment method sends no templates, and Meta needs the payment method on the WhatsApp Business account itself: a card on the business portfolio or on an ad account doesn't count.
The short answer
A number gets restricted for reasons you can avoid: a list that doesn't know you, repeat messages to the same customer, speed that doesn't suit a number linked to a phone, and promotional content in a utility template. Send to people who know you, give them a button to stop your campaigns, and start small.
ATMET Chat campaigns go out over the official connection only, gradually on numbers linked to a phone, and pause themselves when the account is restricted. Campaigns are included from the Plus plan; the details are on the pricing page.
Frequently Asked Questions
Does verifying my business with Meta raise my daily messaging limit?
Yes. Verification is one of three paths that raise the limit from 250 to 2,000 customers a day; all three, and what comes after, are explained in this article under "How many customers can you message in a day?".
Some customers didn't get my campaign although the number is fine. Why?
Most likely Meta's limit on how many marketing messages one customer receives. Meta does not deliver a message to a customer who has had many marketing messages, and does not charge you for it. In ATMET Chat that customer is retried once after 24 hours, and the campaign carries on with everyone else.
Can I send a campaign from ATMET Chat channels (the QR code)?
No. In ATMET Chat, campaigns go out over the official connection (WhatsApp API) only, on Meta-approved templates. ATMET Chat channels are for day-to-day conversations with people who message you.
What happens to my campaign if the number gets restricted mid-send?
The campaign pauses itself so it doesn't keep failing, and you see Meta's message. Once you have dealt with the cause, you reactivate the campaign and it carries on where it stopped.
How does a customer know they can stop my messages?
Add an unsubscribe button to your marketing templates and set it to stop campaigns. Whoever taps it goes on your excluded numbers list and gets no more campaigns from you, and so does anyone who writes «توقف» (stop).
